The new Customs code of the EEU enters into force on 1 January 2018
the Ratification of the Treaty on the Customs code of the Eurasian economic Union (EAEU) will be completed before the end of this year. Their willingness to facilitate the early signing of the document reiterated the presidents of the countries of the Union, having put the signatures under the joint statement, prepared on the basis of the Supreme Eurasian economic Council on 11 October 2017.
Belarus and Russia the Customs code has been adopted and approved by the lower and upper chambers of legislative bodies of these countries – the National Assembly of the Republic of Belarus and the Federal Assembly of the Russian Federation. The Parliament of the Republic of Kazakhstan – the Majilis also approved the document. In Armenia it is approved by the Constitutional court of the Republic and is in the process of ratification in the National Assembly of the country. In Kyrgyzstan, the document is under consideration in the Republican Supreme Soviet – the Parliament of the Kyrgyz Republic.
Customs code of the EEU will replace the existing from mid-2010 the Customs code of the Customs Union.
the New customs Union legislation developed taking into account modern level of development of electronic technology, contains a lot of stories that are useful for entrepreneurs. Because of this fundamental document of the customs technologies will be digitised. Maybe the EEU eliminates many of the problems that have accumulated in law enforcement. The new code legally establishes the possibility for the participant of foreign trade activities in the presence of digital signature to make the majority of operations from your computer via the Internet to interact with the information system of the customs authority.
Simultaneously, the new customs legislation will save traders from having to submit to customs authorities the documents on the basis of which was filled in electronic Declaration. To produce documents must be only in cases where work, risk profiles, and it will be only those documents which will define an information system and not the customs officer.
In some cases, the decision on registration of the goods Declaration, the registration itself and also the decision to release the goods can be taken information systems automatically, without the participation of the inspector.
Under the new code, time of release of goods will be reduced to four hours, while the standard time of issue, fixed in the Customs code of the Customs Union is more than a day.
the New code carries a maximum customs control to the stage after release of goods and provides the opportunity to use a range of delays on customs payments.
After the entry into force of the Customs code of the EAEU will seriously improve the position of market participants operating in the status of authorized economic operators, and the new special simplification would make the status more attractive.
the New code is a legislative base for full-fledged implementation of the mechanism of "single window" in system of regulation of foreign economic activity, which is also now conducted in the EEU.
In a joint statement noted that the postponement of the date of entry into force of the document – 1 January 2018 – will not, and citizens, business entities and government agencies of the countries of the Union must be prepared to work in a new environment, proactively focusing on new Customs code of the EAEU.
