FCS anxious for FZ-311

6 Dec

Tatiana Golendeyeva, Deputy head of the Federal customs service, in the framework of the IV Eurasian economic Congress spoke on principal, in her view, changes in the sphere of customs regulation and that concerned with the management of customs today. The Congress was held on December 6 at the press center of MIA "Russia today".

a Separate section of the Congress was devoted to the Institute of authorized economic operator, which has been undergoing significant modifications with the entry into force of the Customs code of the Eurasian economic Union.

"Authorized economic operators – the most interesting topic, especially for the participants of foreign economic activity, − said Tatiana Galendeev. − Today we have a 70-75 thousand traders. Of them authorized economic operators are 185 companies. We have used the categorization, it was that 132 belong to the low risk level, 25 – to medium-sized, 22 – K high. Of the 22 high-risk companies 9 already excluded from the register of AEO.

customs code of the EAEU and the new Federal law extends the simplification to benefit companies with the AEO status.

According to the Code of the EAEU, the Eurasian economic Commission has fulfilled his part completely, and Dmitry Nekrasov (head of the Department of customs legislation and law enforcement practice of the EEC – approx. ed.) can tell you about the results. On our national level, there is a concern for Federal law 311 "On customs regulation in the Russian Federation" because it is still not submitted to the Duma. But it is a question to the Ministry of Finance. From our side – we can't run the procedure of regulatory impact assessment of normative acts necessary for the functioning of the FCS after the adoption of the law.

we Must understand that will not so that come January 1, and everything will be in electronic format. About six months we will need to align their internal regulations".
